Problem
A planning application for the conversion of an existing property into self-contained flats was granted permission by the London Borough of Hillingdon, subject to conditions. One condition related to the provision of an air quality management plan detailing how the proposal would be air quality neutral. In addition, LBH required details of how emissions of dust would be minimised during the construction phase. These are both standard requirements for air quality assessments in London.
Scope of Work
Following London Plan guidance, Greenavon Ltd undertook an air quality neutral assessment following the simplified approach for minor development. The scope of work was agreed with local authority officers despite the site’s location within an air quality focus area.
Greenavon confirmed that the proposal would be ‘air quality neutral’ for both transport and building emissions and recommended measures to minimise emissions of dust, in line with Greater London Authority and Institute of Air Quality Management Guidance.
Outcome
The results were summarised in an air quality management plan which was submitted to the local authority to discharge the condition.
