Air Quality Assessments – Hillingdon

The London Borough of Hillingdon (LBH) has some of the most stringent air quality planning requirements across the UK. The majority of the borough has been declared an Air Quality Management Area (AQMA), and most of the borough is in exceedance of the World Health Organisation’s (WHO) air quality guidelines for PM_2.5. 

When do you need an air quality assessment in Hillingdon?

The LBH has the same basic requirements for air quality assessment as the rest of London and as such air quality neutral assessments are required to support all planning applications, with air quality positive statements needed for major development.

The LBH provides guidance on when an air quality assessment may be required, and what is should contain, in their validation checklist, stating:

“An air quality assessment should also be submitted in areas where air quality is already poor and could have an adverse impact on the proposed development.

The Air Quality Assessment should confirm whether air quality is an issue and demonstrate what mitigation measures will be implemented to ensure the inhabitants of the proposed development are not negatively affected by the existing poor air quality.

Air quality assessments will be required for certain developments in the air quality management area and Focus areas”

Air quality neutral guidance requires all development to a provide evidence that they are air quality neutral. LBH often request that an Air Quality Management Plan is provided to support the planning application, often via planning condition.
